If browser or anti-virus software is blocking the download then "Keep" or "Allow" it as it must have marked the .exe file as suspicious due to external site download.
Open the .exe file.
If a warning appears then on the blue "Windows protected your PC" screen, click More info.
Select Run anyway to start installation.
